Senator Jeff Flake Introduces Bill to Establish Flexible Guest Worker Pilot Program
Senator Jeff Flake (R-Arizona) introduced the Willing Workers and Willing Employers Act, a 10-year-long pilot guest worker program designed to address the gap that currently exists between temporary visa programs for seasonal workers and the H-1B visa worker program for highly skilled immigrants.
The new legislation would create the first ever temporary visa program for low-skilled workers coming to do year-round, non-agricultural work. The pilot program would begin by limiting visas to foreign workers who are willing to take jobs in places where the unemployment rate is less than 5 percent.
During the pilot program, the bill would require a study to determine its effects on wages, employment, economic growth, welfare use, and government services. The data would be used to assess the success of the program and determine whether or not it should be continued.
