The White House has proposed a plan to restore most Food Stamp benefits to immigrants that were cut off under the 1996 Welfare Law. Republicans in both the House and Senate Agriculture Committees have agreed to the Clinton proposal. The plan would be financed from $1.7 billion in savings from administrative changes in the Federal nutrition program.
Conservatives in the Senate, however, could derail the restoration because they are claiming the same savings to pay for various transportation projects. The matter needs to be sided quickly since Senate rules governing who can claim the savings will be very limited once a budget resolution is adopted. As time passes, making changes in that plan get tougher.
